Case Study: City of Bayswater

City of Bayswater has recently upgraded its CitySpatial (EView) System to provide realtime views of its operational fleet .

This has been driven by Rod Woodford, the Manager of Geographic Services, bringing the Council's security service in house to improve service quality and reduce its cost of operation. This has not only meant hiring their own security staff but also setting up the infrastructure to handle security calls 24/7 and to allocate the closest resource.

City of Bayswater's CitySpatial EView application was a natural fit for many of the operational requirements of this service, providing comprehensive spatial and non spatial information about all facets of the LGA through its existing search, query and reporting functionality. The only area that was missing was the ability to see the location of GPS enabled security and operational vehicles live in a map environment. The ESRI Australia Professional Services team was engaged to rectify this, writing code that automatically updated vehicle location information into the EView environment so that Security Call Centre operators knew where all their security cars were and  were able to select the closest one to address any incident that is called in. The solution was successful straight away as it provided operators with a familiar interface that they already used for other LG tasks as well providing a wealth of additional information that is sometimes required in dealing with an incident such as surrounding properties, escape routes etc.

The success of the integration of automated vehicle tracking into City Spatial has also lead to it being used on a variety of other council vehicles, such as road sweepers, mowing tractors, water trucks, weed sprayers and graffiti  vehicles which now can be seen live as they go about their day to day work. This has meant that if an urgent job has come up the closest resources can be reallocated readily making it easier for managers to streamline their operations. It also means if an operator has an accident in the field they can  hit a duress button which immediately lights up in EView so that they can be quickly located  and appropriate resources sent out.
